Generally the best set up for window blinds is to control them (ie open and close them) with a cord. However these days you can set them up to be electronically controlled either directly from the wall or remotely - just in case they are not easy to access. If you shut the slats completely you will be able to get them the cleanest. Of course if there have been mucky fingers, that will take a damp sponge to fix and then wipe them dry. Also, always check the guidelines from the manufacturer. It's important that when you install your blinds you consider the safety aspect of the cord. If you have young children in the house then you should have a tie system that keeps the cord out of reach. Don't forget to make sure you accurately measure your windows so that the blinds fit!
